This is not a small reseller, he is a title holder with gasprom and he can supply large quantities.

Seller is very strict with his procedures and buyer should follow the procedures exactly as they appear in the attached offer. Pls don't negotiate the procedures. The liftable quantity is currently in the tanks in Rotterdam and ready to be lifted as soon as we get buyer's ICPO +CP + BCL.
Without BCL, NO DEAL.

To move forward, Buyer should issue:

1- ICPO addressed to seller with full banking details + Company Profile.

2- Bank Comfort Letter (BCL) signed by 2 bank officer. His bank should be one of TOP 25 Global Banks,
   This BCL should include authority to soft probe.

 After buyer is accepted, seller will isue FULL POP with the contract. He will also provide Commercial Invoice,
SGS report and Authority to conduct Dip Test. Buyer can do Dip test in 48 hours after BCL.
